In a skillet, cook the ground beef or turkey over medium heat until browned. Add the onion and garlic and cook until soft and translucent. Add the diced tomatoes, salt, black pepper, dried basil, and dried oregano to the skillet and stir to combine. Add the cooked rice to the skillet. Mix the rice and meat mixture together. Stuff the bell peppers with the rice and meat mixture, being sure to pack them tightly. Place the stuffed bell peppers in a baking dish, and sprinkle the shredded cheddar cheese on top. Bake in the preheated oven for 25-30 minutes, or until the bell peppers are tender and the cheese is melted and bubbly.
