  1. Mix in the powdered sugar with melted butter or vegetable oil to a fine consistency. Bit by bit, add in the milk and keep mixing to avoid forming lumps. Beat in the egg and mix thoroughly. Sieve the flour in a separate bowl. Add the sieved flour slowly to the mixture and keep mixing until the ingredients are blended together, and the dough is formed. Knead the dough for a few minutes and add a dash of flour if it's too sticky. Set the dough inside a lidded container and allow it to rest inside the fridge for around an hour.
  2. To prepare the stuffing, you should mix the ground almonds or walnuts with powdered sugar and ground cardamom. If you've got whole almonds, leave them in boiling water for 15 minutes for the skin to loosen. Drain the water, peel and dry the almonds before grinding. Add in the rosewater and vanilla extract to form a paste. Put the stuffing in a lidded container.
  3. Take out the dough after it has been resting for an hour. Dust a smooth surface with some flour and press the dough onto it. Place a parchment paper onto the dough, and gently spread it using a roller pin until the dough forms a sheet with 5 millimeters in thickness. Use a 2.5-inch round cutter (or a clean cup) to cut out round pieces of the dough. Place a teaspoon of stuffing inside each dough piece, fold it in half and pinch the edges to seal the dough completely. You can also pinch down the edges using a fork.
  4. Place the stuffed doughs onto a tray and allow them to cool down in the fridge for 10 minutes. Qottab can be fried in hot oil or baked in the oven. For oven baking, preheat to 350F and bake for 20 minutes. If you prefer deep frying, heat some frying oil inside a deep pot. Deep fry each Qottab for about 6 minutes. Flip each one halfway through until they turn golden brown. Set the fried Qottab onto a cooling rack for the excess oil to drain.
  5. Once the Qottab is completely cooled, sprinkle some sugar dust on the surface.
